Oscar serves as Associate Vice President for Diversity at Colorado State University to develop inclusive learning and working environments where everyone is welcomed, valued and affirmed. Previously, Oscar worked for 27 years in TRIO/College Access & Success programs that focused on creating successful pathways to college for first generation, low-income students. He also serves as Assistant Professor in CSU’s Student Affairs in Higher Education (SAHE) masters program teaching Ethics, Global Perspectives on Student Affairs & Services, Access and Opportunity in Higher Education, and Foundations in Access and Success courses.
As Chair of the Board of Director for the Council for Opportunity in Education, the national association representing college access and success professional and the Federal TRIO Programs, Oscar provided leadership in the development of the first-ever College Access and Success Graduate Certificate Program offered through Colorado State University, and serves as instructor for one of its foundational courses. Oscar has previously served as Director of NASPA’s International Symposium, and faculty for the NASPA International Student Services Institute in the United Arab Emirates and Qatar.
Born in Ensenada, Baja California, Mexico, Oscar’s family immigrated to the United States when he was 11 years old. Growing up in San Diego, Oscar earned his Bachelor of Arts degree in International Relations from U.S. International University as a first-generation student. While working at CSU, he earned his Masters in SAHE and Ph.D. in Education and Human Resource Studies from Colorado State University.
When not at work, Oscar loves to run in near and far races, ski fast, and listen to podcasts. Oscar volunteers for the City of Fort Collins Restorative Justice Programs in a variety of services that work to restore harm and nurture individual and community healing. Along with his wife Bernadette, and their two grown children, love traveling around the world.
Oscar looks forward to visiting Viet Nam and Morocco again, and in the shared experiences of the Semester at Sea community to learn and grow together!
